I am going to describe 2 different methods for getting a tactical nuke in Call of Duty: Modern Warfare 2. But first, let's go over some basic tips and tricks that will get you on the way to launching your first tactical nuke on the enemies.
Use a sniper rifle or assault rifle with a scope. Use whatever scope fits you and the map the best, but I recommend ACOG or thermal.
Have the Harrier Strike, Chopper Gunner/AC130, and Tactical Nuke 25 Kill Streak unlocked before you enter the game. This is the most important part.
You can choose whatever perks fit you, but you must have the Scavenger Perk or you will have to run out to the battlefield in order to get new weapons.
Play in Ground War. If you are in a small game the enemies might not respawn (Search and Destroy), or will be less plentiful to kill.
Get ready to be frustrated. Whether you get killed at 6 kills in a row or 24 kills in row, this will take a long time. A tactical nuke will not just fall in your lap, you have to persevere.
The Chopper Gunner Way
This is my favorite way to get your nuke to win the game. First you must find a really good spot that can be easily defended, hard to find/see, and bulletproof (think concrete walls). Once you rack up 6 kills call out your Harrier
Strike on an enemy infested area. This should get you a couple kills, and through sniping you will get to chopper gunner. Make sure there are no enemies around you and go into prone in a safe place. If you prefer the AC130 you can use that, but I prefer the Chopper Gunner.
Use the Chopper Gunner to destroy the enemy and to get yourself in the 20 kill streak range. Play it safe once you are his far and achieve your tactical nuke through more sniping. Congratulations!
The Hard Way
Repeat the previous way by getting a Harrier Strike and getting a few kills until you get a Pavelow. The pavelow is a powerful weapon but I don't recommend replacing it with your chopper gunner/AC130. This might get you to a tactical nuke if you are lucky!
